Liquidity risk is often overshadowed by capital-focused discussions under Solvency II, yet the ability to meet obligations as they fall due is fundamental to any insurer's financial resilience, and supervisory expectations in this area have increased significantly in recent years. This session provides a rigorous treatment of liquidity risk under Pillar II, covering the regulatory requirements, the design of a sound liquidity risk management framework, and the key tools for identifying, measuring and monitoring liquidity risk.
Participants will examine the structure and content of the liquidity plan, the role of the Own Risk and Solvency Assessment (ORSA) in addressing liquidity risk, and how stress testing and scenario analysis are applied in a liquidity context. The session also addresses the interaction between liquidity risk and other risk categories, including market risk, reinsurance recoverables and operational risk and the specific liquidity challenges facing life insurers with unit-linked or with-profit portfolios. Attention is given to supervisory expectations and findings from recent review exercises, proportionality considerations, and the implications of the 2026 Solvency II review, which introduces a formal liquidity risk management requirement for certain undertakings. Practical examples will illustrate how liquidity risk frameworks are built and maintained in practice and where the common pitfalls lie.
