How to measure the real cost of the Belgian second pillar of pension for the State ( 22/11/2021 - 16h00 till 18h00)

The second pillar of pension for employees has a specific tax treatment, inducing a cost for the Belgian State.

These last months, various macroeconomic studies have tried to measure this cost by using an annual budgetary vision. 

Two remarks can be done with respect to this methodology: on the one hand, pension building is a long-term process not easily summarized with budget figures; on the other hand, there are interactions between the first and the second pillars to consider.

In this presentation based on a recent paper, we propose an alternative view aiming at valuating the advantages of the second pillar on an actuarial life cycle view and including first pillar effects.

In particular, we show how this globalized vision “first and second pillars” can change the perception of solidarity. We will also present various sensitivities and compare different scenarios of taxation.
